To oversee the OASAS Entitlements staffs in their day-to-day functions, pertaining to entitlements process in obtaining all entitlements consumers are entitled and maintaining eligibility.
Supervisor staff on a weekly basis
Periodically review entitlements electronic and paper charts
Review HRA Public Assistance application and supporting document
Monitor HRA STARS database daily verify daily census coincide with programs statistics
Provide monthly financial HRA STARS report on consumers agency do not receipt full month payment
Monthly reconciliation of Congregate Care Level II shelter allowance, SNAP and personal allowance
Submit monthly report providing outstanding and unresolved issues
Track incoming pharmacy bills and provide Medicaid numbers for processing
Report all discharges to HRA and SSA timely
Submit consumers MPSS forms to HRA for employed consumers
Liaise with HRA, CAS, SSA and STARS management team
Provide appropriate guidance and administrative expertise to program staff
Complete SSA annual representative payee report
Review SSA, HRA and SNAP correspondence with staff
Periodically review entitlements module in AWARDS to ensure all benefits are reflected
Provide supervisor with all new consumers benefits income status in a timely manner
Ensure all applications (i.e. re-determination, food stamp, Medicaid, recertification, representative payee, continuing disability, HEAP and face-to-face etc.) in a timely manner
Escort consumers to various government and city agencies (i.e. Social Security Administration, HRA-Public Assistance, Medicaid and food stamp offices)
Investigate and ensures resolution of all entitlements and billing exceptions such as Medicaid, social security and SNAP denials
Inform appropriate staff and management of potential entitlements issues with consumer
Maintain and update consumers’ entitlements charts
Ensure response and follow-up on consumers’ correspondence received from various city and government agencies via phone, mail and/or fax
Maintain consumer census awards entitlements module (database)
Process appeals and advocate in fair hearings to obtain funding for consumers who have been denied
Keep abreast of public policy issues and new developments in the field an communicate the same to management
Attend information trainings and seminars to remain current on trends and entitlements system changes
Regularly required to travel to sites in and outside the organization
May be assigned other tasks or duties related to completion of position objective.
Demonstrated competency in written, verbal, computational skills to present and document records in accordance with program standards.
Must be deadline oriented with demonstrated organizational skills, ability to multitask and prioritize. Must demonstrate proficiency in supervisor entitlements staffs.
10 years of experience in entitlements and supervising required.
Must be able and willing to travel to all 5 boroughs of New York
